AIMS & Objectives
The major aims and objectives of the PAHAL include:
- Improving educational status of disadvantaged population and improving public education of in the society by implementing programmes and interventions.
- Ensuring care, protection, rehabilitation and advancement of women and children, elderly, disabled, orphans, destitute and mentally retarded persons etc. through institutional and non-institutional care programmes.
- Promoting human rights, child rights and protection by implementing advocacy and awareness generation programmes.
- Arranging, establishing, running and supervising the physically Education Centre to give training for improvement of young generation, physical health and mind.
- Ensuring enhancement of skills through vocational and skills training for facilitating self employment to the poor, needy, SC/ST/OBC and weaker sections of society.
- Publishing books, charts, illustrations, magazine, periodicals news papers and other publications to attain the aims and objectives of the society.
- Carrying out advocacy with state and/or central government authorities for facilitating overall socio-economic development of socially disadvantaged populations as well as ensuring their care and protection.
- Working with government authorities directly or indirectly in the times of any disaster and/or other natural or man made calamities.
- Ensuring necessary care, support and rehabilitation services for disabled, orphans and vulnerable children, disadvantaged women and elderly.
- Arranging treatment for drug abusers by providing proper care, nursing treatment and counseling services.
- Arranging, establishing and running health care services for the welfare of disadvantaged populations.

PAHAL works with Children, Youth, Women and Marginalized Sections of the Society.
Governing Body and Executive Committee
PAHAL has a Governing Body that is responsible for the management of the Society headed by the President. The General body has following rights and duties:
- To issue guidelines and to give adequate support to the Executive Committee in its endeavors for the fulfillment of the objective of PAHAL.
- To approve the transfer of location of the registered office of PAHAL.
- To approve the transfer of immovable properties of PAHAL.
- To accord approval to the proposed rules and regulations of PAHAL and to approve amendments thereof.
- To examine and approve the Annual Report, annual accounts and the audit report for the preceding financial year as well as programmes and budget of the coming financial year presented by the Managing Committee at the annual general meeting.
- To constitute the Executive Committee from amongst the members (other than the founder members who are the ex-officio members of the Executive Committee) at the annual general meeting.
- To appoint Auditors and consider other proposals put forward by the Executive Committee
PAHAL has a national executive committee headed by its Executive Director. Its gener¬al body elects the members of the Executive Committee. In order to run day-to-day administration and operations of the organization, an Executive Director has been designated by the General Body. The Executive Director and Accountant are responsible for the accounts of the organization, which is audited every year by a Qualified Chartered Accountant. The Executive Director is the Chief Executive of PAHAL and is responsible for the coordination of policies, planning and execution of all programmes and activities of the organization. The specific powers and functions of Executive Director as specified in Bye-Laws include:
- He shall do all such acts as may be required for the proper conduct of the ordinary current administrative and business duties and affairs of PAHAL.
- He shall allocate duties to officers and employees of PAHAL and shall exercise such supervising and execu¬tive control as may be necessary subject to the rules and regulations.
- All the correspondence shall be over his signature or of an officer(s) authorized by him in this behalf.
- He shall exercise such of the financial and administrative powers as may be delegated by the Governing Body or by the President/Chairperson.
- The Executive Director shall sign and execute on behalf of the Governing Body all agreements, contracts etc. which may be necessary for the proper conduct of the business of the Council.
- He shall sign and verify plaints, written documents, statements, affidavits, petitions and tabular statements and institute or defend suits, actions and other legal proceedings on behalf of the Central Council/Governing Body.
- He shall have power to compromise, settle or refer to arbitration any dispute relating to PAHAL after taking competent legal advice.
- The Executive Director may, subject to such restrictions as he may think fit to impose, authorize Director (Admn.)/ Finance/Accounts officer/Drawing and Disbursing Officer as the case may be, to exercise, up to the extent indicated, of powers conferred upon him under the Bye-Laws.
- The Executive Director may subject to such restrictions as he may think fit to impose authorize the Heads of the Projects to exercise such of the powers conferred upon him under the Bye-Laws.
- The Drawing and Disbursing Officer or any other Managerial level Officer authorized by the Executive Director on his behalf shall have the power to sanction an expenditure of a miscellaneous or contingent nature up to an amount not exceeding Rs. 2000/- in each case.
- He shall accept any donation by cash or kind provided the same is unaccompanied by any condition inconsistent with or in conflict with the nature and objects for which PAHAL is established. The donation so received should be utilized for the purpose for which it has been received and the matter may be reported to the Governing Body when it meets next.
